The survey was conducted in 2003-2004 by the Library of Congress, using a survey instrument endorsed by the Bibliography Section. Report prepared by John Cello, Chief and CIP Division Staff, and Beacher Wiggins, Director for Acquisitions & Bibliographic Access, and presented at the 70th IFLA World Library and Information Congress, Buenos Aires, Argentina. 42 libraries responded to the survey.
